Well, for starters, your pokemon are a little bit too underleveled to take on the Elite 4 right now, and i’d advise you to train them for 10+ more levels. Being at the same level as most of the Elite 4 is ok (mid-40s), but when you get to Koga, and he starts inflicting all kinds of statuses on you, it’s best to be able to power through them so you don’t have to worry.

Now, for your Pokemon…:

FERALIGATR always has a trap that many players fall into, and the trap is to give it surf and dragon pulse due to their power. However, since it is mainly a physical attacker, you will more often than not see Ice Fang doing more damage than Surf and DPulse. What you might want to do instead, id teach it Dragon Claw (which you may have a TM for), Earthquake, or some other physical attack. My Feralgatr Moveset is
-Dragon Dance (had to breed for this. Took me 28 totodile eggs to get the right nature)
-Waterfall (Best Water-type move Feraligatr should learn in terms of Power and Accuracy)
-Earthquake
-Ice Punch (Stronger and more accurate than Ice Fang, but you need access to battle frontier)

NUZLEAF should evolve into SHIFTRY while you are training it (needs a leaf stone), and the moves you have on it seem to be fine, except for two. Nature Power and Embargo may have appealing effects to some, but you’d be much better off giving it moves like Energy Ball, Extrasensory, or even Nasty Plot (increases Special Attack by 2 stages, making it an effective sweeper). Also, Dark Typing is really good for the early stages of the Elite 4, and having it know extrasensory (which you can only get by training NUZLEAF to LEVEL 49, b/c it won’t learn this move as a SHIFTRY)

CAMERUPT also needs to be trained, but otherwise don’t change a single thing about it, unless you want to teach it stone edge in place of RockSlide. Everything else is fine, and this thing is going to be a contender :)

GALLADE IS AN ABSOLUTE BEAST. But, like Feraligatr, is a physically-oriented pokemon. You might have been training it, and see confusion not be able to take down anything except a few golbats. Confusion is a Special attack, and is not a good fit for the physically-powerful GALLADE. what you should do here, is find a heart scale, take it to the man in Blackthorn, and relearn Leaf Blade or Night Slash (trust me, both are on the relearn list), or, if you can find a way to, teach it Ice Punch. Also, Focus Punch is attractive, but not very dependable. Instead, use Close Combat, which it will learn at lvl 53. If you don’t want to train it until then, try to find a different fighting type move to teach it, like Brick Break. Actually, Brick Break would be a perfect fit.

GENGAR is amazing. no other words for it that can do it justice. But, due to HP and Low defenses, you need to have accommodating moves to take advantage of speed and Special Attack. You seem to have a decent set, but drop Shadow Punch in favor of thunderbolt, energy ball, or focus blast (which can be bought in goldenrod)

TOGETIC is going to be hurting a lot more than giving out the hurt. But, lucky for you, it can evolve. You should go to the Pokathelon or bug catching contest for this. TOGETIC becomes TOGEKISS when exposed to the Shiny Stone. You should do the pokathelon until you have 3000 points, then buy the Shiny Stone when you can (the stones change each day. see which day gives what stone by checking each day, or changing the time on the DS clock to a new day). Bug Catching Contest also gives the winners stones, but the Stone is pretty random. You can’t predict for the Shiny Stone. TOGEKISS is one of the hardest pokemon to use effectively, but it’s amazing when you can. Also, when it evolves, you need a few Heart Scales (like Gallade) and you need to relearn Air Slash and Aura Sphere in place of Yawn and SafeGuard. Also, get rid of Fly (it’s physical, and TOGEKISS is special-oriented) and teach fire blast/flamethrower or Roost (HP recovery) TOGEKISS is a fantastic Wall and a huge Special threat. I wouldn’t otherwise advise using Togetic against the Elite 4, as it is too fragile (congrats on training it all the way to 39 and not ripping out your hair from frustration, by the way)

It’s going to be a really solid team after they’ve all evolved and leveled appropriately. Good luck, and I hope this helped you!
